Insurance adviser licensure opposed

Gov. Terry Branstad, should veto a budget bill a requirement mandating that the advisers to help Iowans compare health insurance options are licensed, an advocacy group said in a letter to the governor on Tuesday.
The Legislature this month passed a bill that includes language setting the qualifications for the so-called "navigators" who act as advisers on public enforcement of federal health care reform act that opponents are often called ObamaCare.
AARP said in its letter that it is not against training navigators, but it concerns that licensure would create a barrier to helping Iowans - especially low-income families or rural areas - get far to afford health care.
The group, with 380,000 members Iowa, also said the way in which the provision was attached to a larger bill and avoid the usual legislative process runs counter to Branstad's commitment to transparent government.
The requirements include licensure House File 2465, which opponents said was a backdoor way to give an unfair advantage to the insurance agent or broker. In addition they contend the provision is contrary to federal policy.
The bill's supporters, however, say licensure helps to protect the public by ensuring advisers have knowledge.
The idea is for the position to help guide the public through the choice of insurance. The federal government has policies in place that say the state can not require the position of the agent or broker of insurance and can not be paid a percentage commission.
Tom Alger, a spokesman for the Iowa Insurance Commissioner Susan Voss, agreed earlier this month that the provision is potentially problem.
The commissioner asked federal officials to rule on the matter earlier this year when it was discussed.
It is not known exactly what action the federal government may take if the state rule is indeed considered illegal, Alger said.
Branstad has 30 days to examine the charges that have passed prior to May this year nine legislative delay. He has not said a public position on the matter, and his mouth, Tim Albrecht, the governor declined to outline the object

Why we need a completely different insurance business

There is something fundamentally wrong with the insurance business. This could be a structure or way of thinking of people who run it, or have invested in, or something else. In any case, the industrial process is to show that it may only succeed in turning the customers.
Amusingly, the idea that insurance is about stripping their customers are now so deep, that a large insurance company, Max New York Life has established a large advertising campaign around it.
TV ads show an insurance salesman refused to sell the wrong. It's actually pretty twisted idea - the whole ad campaign, the underlying message is "we know you expect the insurance sellers are scammers, but we can not resist the temptation." If clean up is successful, then it will only when we have a completely different insurance. The basic problem is the products, stir well, different objectives for the investment and insurance services. When you have that you have a downward spiral for increasing product complexity, the higher the sales effort, higher costs, and all of it eventually has to be customer's pocket.

General insurance biz to break even this year: Reliance Cap

Despite the difficult market situation, Reliance Capital posted a strong set of numbers quarter of FY12. The company reached a milestone in terms of net sales last year's turnover of over Rs 6500 crore.After an interview with CNBC-TV18, President and CEO Sam Ghosh said that each business developed significantly compared to last year, when the company's operating profit increased by 50% of Rs 450 crore. "Based on the market, our wealth (AUM) have fallen significantly, but we're the number one fund, and the profitability of the segment's AUM," he added.Brokerage business commercial finance business and life insurance business will also be published to make a profit FY12. Turnover has increased by about 20% over 6500 crore and profit has risen by more than 50% over Rs 450 crore.Breakdown of business types, each of the companies have outperformed compared to last year. Asset Management profits are up nearly 5% to more than Rs 300 crore. On the basis of the market of funds under management (AUM) have fallen considerably, and so are we. However, we have the number 1 as well as the profitability of the segment's fund AUM. If you can see, we have nearly Rs 1.40 lakh crore in assets under management of Rs 78 000 crore by the Funds.If you look at the life insurance business, even if the new insurance companies have fallen, this is the first year we made a profit of Rs 373 crore. Commercial finance business, we AUMs has increased by 15%, but profits have remained flat. This is because interest rates rose by 3 percentage points, and also borrowing costs also increased by the same amount. We could not move any increase in our borrowing costs to customers, but we could more or less keep profits flat just a marginal decrease in profit of that business.Finally, the transmission company profits are up nearly 50% from the previous year of about Rs 20 crore, and this is despite the tough market for brokerage industry - in both equities and commodities. The distribution side of the profits are up nearly 80% to over 30 crore.In general insurance, we showed a loss is mainly due to a third party pool requirements, where we had to put more than Rs 200 crore in reserves. However, the insurance pool will be demolished, and with effect from 1 April of each company should treat insurance companies have their own books. This should bring about a substantial reduction of reserve requirements as well as losses. We expect this business to break even this financial year.
