Christie Vetoes Health Insurance Exchange

The assault on President Obama's signature health care legislation, Governor Chris Christie of New Jersey on Thursday vetoed an online marketplace that the legislature created to help residents and small businesses buy health care available insurance.The law, federal law passed in 2010 requires that most Americans have health insurance mandates and states that health care to people exchanges, to help them buy. The Supreme Court debating whether a health care constitutional law, Mr. Christie said in his veto message that the exchange, which was approved in March, was "premature" and may impose "unnecessary obligations on the status of citizens."
"Yes, it is very affordable constitutionality Care Act shrouded in uncertainty because, as an individual mandate for the provision of health insurance, as well as membership of a mandate to create a replacement may not survive Supreme Court review," he wrote.
"It is not known whether affordable care law remains wholly or partly, it would be unwise for New Jersey is now a replacement before the critical threshold issues are finally decided by the court," he added.
Mr. Christie was the second governor to veto this law, after Gov. Susana Martinez in New Mexico, which is also a Republican. In New York, Andrew M. Cuomo Governor, a Democrat, took the opposite tack last month: after the Legislature refused to make the exchange, he founded an executive order.
Finally, Mr. Christie's veto is very symbolic. Federal law requires states to offer health care exchange in January 2014, but states that Washington intervene to manage them in states that are not making progress in January 2013. In both cases, the state pays to establish a health care exchange, but states that fail to make the exchange loses the ability to supervise them.
Democratic lawmakers accused the governor of playing politics with the needs of vulnerable populations.
"It is clear that from his behavior that is more focused on winning the award from the National Republican intellectuals than the protection of New Jersey families access to health care," said Assemblyman Louis Greenwald of Camden, leader of the Democratic majority in the State Assembly.
Democrats warned that the governor's veto would leave the state mix to comply with federal law and could jeopardize future grant money. New Jersey has received two federal grants totaling $ 8,700,000 in order to prepare replacement.
Assemblyman Herb Conaway of Burlington, a doctor who was the chief sponsor of legislation in the chamber, said the governor was clear that "he cares" about 1.3 million inhabitants of the state without health insurance.
"By vetoing this law, Governor Christie failed uninsured New Jersey residents, hurts New Jersey is a chance to fully take advantage of federal health care reform, ignoring the need to provide relief to hospitals for uncompensated care," Dr. Conaway, a Democrat, said.
Democrats in the legislature charged the exchange as a one-stop shopping for people or companies who are looking for health insurance, so consumers can compare the benefits and costs of participating plans.

In his veto message, the governor said that concerns about the potential costs of replacement.
The bill passed the Legislature would create a Medicaid-like plan for people with incomes between 133 percent and 200 percent of federal poverty level. Mr. Christie argued that it was not clear whether federal funds to support this plan.
Moreover, he argued that the mechanism of the law set to approve plans to reduce the number of companies that could participate, which he said would both reduce costs and increase options.
"Overall, the basic issues regarding the future of affordable Care Act unresolved, it is impossible to determine whether this legislation conforms to the best interests and needs of all New Jerseyans who will have to finance these policy options," wrote the governor.
Mr. Christie said that if federal law was adopted, should oversee the state's compliance, "a responsible and cost effective manner."
But while the governor of the cost of entry into force of the exchange, the Democrats in Washington and Trenton argued that the higher costs of allowing so many people remain insured.
"New Jersey taxpayers on the hook every time someone shows up with no coverage at the ready, whether it's a life-threatening treatment or routine medical care," United States Senator Robert Menendez said.
